mf-to-table: remove option handling
Now, it just does /.log/.lisp/ to generate output filenames. This
simplifies the Makefile.
Update mf/GNUmakefile to match, and fix .tfm dependencies

* Remove support for .enc files. Encodings are hardcoded in
ps/encodingdefs.ps these days
* Remove support for .dep files. They are generated from a shell rule
in metafont-vars.make
* Remove option handling; mf-to-table just does /.log/.lisp/ to
generate output filenames. This simplifies the Makefile.
Fix mf/GNUmakefile to match.
