To follow the same philosophy as in the rest of Lilypond, 
namely to keep stylistic typesetting decisions separated 
from the actual music. For example, you may want to typeset
the same piece of music using both, say, mensural notation
and traditional notation. If you make a command that determines
both the musical meaning and the specific layout, that's not
possible.
