Usually portato is denoted by make tie between notes with a slur and putting staccato signs for each notes. When you have individual notes with no slurs then tenuto and staccato signs are used together. Hence, with "\portato" one should get a tenuto sign _nearer_ the note head and a staccato sign further the note head. Maybe this is an error in general. If you have both tenuto and staccato signs, you should have the tenuto sign _nearer_ the note. Then the result is then exactly portato.
