Two possible solutions come to my mind:
. In the mf sources, increase the vertical bounding box of the
affected symbols. I fear that this won't work in general.
. Implement vertical kerning. This would also help for stacking
symbols. Here I see three possibilities:
. Abuse the facilities in TFM files for horizontal kerning.
. Create a Scheme solution. A disadvantage is that a change in
the mf sources isn't automatically reflected in the Scheme
files.
. Add vertical kerning to the mf sources which are then handled
by the mf-to-table script. If you go this route (which I
recommend) you should consider vertical sector kerning; this
avoids setting up glyph-by-glyph tables.
This kerning data could be used even for objects like staff
lines which aren't MF-objects at all.
Note that I'm not sure that sector kerning is sufficient;
maybe there are situations that two grobs have to be stacked
specially. Currently, I can't think of such a situation, but
who knows...
