There are 2 ways: Anonumous CVS checkout (perhaps not an easy way), and web-CVS at:
http://savannah.gnu.org/cgi-bin/viewcvs/lilypond/lily-bugs/
Why not add a link at http://lilypond.org/web/about/, in connection to the links to bug-lilypond, so users can take a look there before reporting. At second thought, it might be just as easy to search the list archives to find out if a bug is already known.
