Nice to see you back on this list! Mmmh, do you know when Petrucci
engraved this piece of music? Petrucci is known to have started with
beautiful printings around 1600. At that time, he demonstrated what is
possible with printing as compared to manual writing, because he wanted to
compete with manual writings and had to convince musicians and
publishers/copyers of what is technical possible.
However later, due to lack of money of his customers, he had to simplify
his process of printing. Maybe this simplification also affected the
choice of clefs? I do not see any other reason why Petrucci should have
perfectly balanced all clefs, but not the f3/f4 clef, other than maybe he
was lacking a sufficient number of printing types. As far as I know, many
pages of a book were printed in parallel (rather than one page after the
next one), for whatever reason, such that a huge number of identical types
had to be used at the same time. So, maybe he just run out of a
particular printing type such as the f4 clef and chose the f3 clef
instead (or the other way around)?
In doubt, we should decide in favour of the beauty of printing. What do
you think, does the overall appearance of a piece of music improve with
the change that you propose?

Petrucci uses the exact same drawing for the f3 clef as for f4, just a
line lower
(at least in the Missae Obrecht).
