This is a consequence of the way LilyPond creates new contexts on the fly,

So, I think there should be a big fat warning in the cue notes section of the
documentation and/or an LSR snippet about this.
I second Mats here that it is really useful to initiate context
explicitly, but I will put it on my todo list for the cue notes section
and will review it again when I come back to it.
