That's a texi2html issue. Our init script does not have anything to do with the accesskeys (except that we activate access key insertion). Patrice was aware of that problem that the multiple navigation bars will create duplicate accesskeys (he actually first automatically disabled access keys at all if a file was not split at nodes). Since both the top and the bottom navigation are created by the same function with the same arguments, I don't see any easy way to insert accesskeys only to one of them.
