No, remove-empty is set to true by default in a number of contexts,
including Lyrics.
Also, these default property settings are indeed documented in the
lilypond internals,
in the documentation of the corresponding context, e.g.

The reason that you didn't find them in the grob documentation is that
the setting
differs from context to context.
