Eh?! You think this is more important than accidentals, ties, and
articulation? To me, this looks like prime 2.4 Final touches
material.
It's nothing to do with being more important; it's so
bar checks can be used in those examples.
If we need it for 2.3 Songs... which I suppose we should do...
then I'd put it as either the last item inside 2.1.6 Advanced
rhythmic commands,
That would be rather silly ...
or as a new 2.1.7.
I suppose this would do, as long as the previous examples
didn't include bar checks.
But I still prefer my original suggestion - in 1.2 How to write
input files - where all the other hints and conventions are
introduced.
