Yes. http://lilypond.org/doc/v2.13/Documentation/contributor/uploading-and-security The relevant portion is (unfortunately / inaccurately) in the "initial setup" heading. The section should be split into intiial setup, automatic uploading, manual uploading, and additional information. I've updated the pictures.
