Well, this topic wasn't a part of GOP and it seems that it wasn't discussed publicly. In this case, almost a year has passed since above decision, and the circumstances are different: for half a year now we've been funding one full-time developer, and the outcome is somewhat between a success and a failure: David is still with us, but he's barely able to make ends meet. And it seems that the sponsorship page could do better with regard to encouraging people to support LilyPond financially. So, I don't understand at all why you are "skeptical about any need to change it".
