Huh?  The above passage does not seem to apply to key signatures at all.
And indeed issue 1481 was about not letting extraNatural influence key
signatures.

Key signatures are not "accidentals".  They are at best "accidentals
waiting to happen".

I may have got the bug-fix wrong, but the behaviour changed between 2.14.0 and 2.14.2 and I don't think the NR properly documents current behaviour.
