Well, this is a public mailing list, so subscribing is just a matter of sending a mail with subject "subscribe" to [email protected] or using the web interface at <https://lists.gnu.org/mailman/listinfo/lilypond-devel>. Now this is the developer list: while of course the ultimate goal here is to "assist users of LilyPond" as well, if you are thinking along the lines of "user support" there will be quite more of that to be done on lilypond-user rather than lilypond-devel. Of course, you are also more than welcome to participate in the development (which is not just code but also documentation, websites, build system, font design and other stuff).
