This would be great! And yes, you can, on behalf of the LilyPond
development team. However, there needs to be (at least) one other guy
who is acting as the 'organization committee' together with you, so to
say.
Of course, registering doesn't mean that LilyPond gets actually
selected for GSoC. Something really necessary would be to update our
GSoC page as soon as you are registering, since the GSoC people will
look at this to decide whether LilyPond gets selected.
