I don't understand what the musical meaning would be of tied notes
from different voices.  A tie is a relatively new (ca 120 years)
different notation for extending the duration of a note, ie,
a4. == a4 ~ a8, especially used when the note would cross a bar.  It's
conceivable that LilyPond will generate ties (optionally use old `.'
notation) for notes that extend across a bar line.

So, either the attached example is sloppy notation, or the bows you
read are slurs, not ties.

LilyPond is not very good at typesetting music that makes no sence.
Maybe you can trick it by using tied spacer notes.
