Well... Obviously something went wrong during the install, and (now?)
it also seems that there's something wrong with your Cygwin
installation or system.  It's hard to tell from here what happened or
what you should do.

Make sure you have enough free space, remove and recreate
/usr/local/bin, test and or reinstall python, possilby whole of
Cygwin, possibly clean and then rebuild and reinstall lilypond.
