I don't know, wether You mean exactly this, but maybe You need something
like this:
\property Staff.Rest \set #'extra-offset = #'(0 . 2)
It works only for individual rests.
I tested it with lilypond-2.1.0 with a little file on a very, very slow
machine ...
By the numbers You can put the rest wherever You want. :)
