Try:
\markup { \finger 3 }
This creates the normal fingering font for \markup.

When I type:
\markup { \finger \tiny 3 }
then the font becomes also bigger at me.
Mysterious.
But I think, You probably don't want to have a larger or smaller font,
so the solution:
\markup { \finger 3 }
will help You. :)
