Won't work on windows (XP)

I followed all of the instruction procedures correctly, but I can't get 
any version to work properly.  When I double-click a .ly file, the bash 
window comes up, but nothing happens and the window goes away.  I can 
start cygwin and get a prompt, if that matters.  How can I get this to work?
