This could be considered a bug. You can, however, compare it to the following
situation; and suddenly it's not so obvious what the expected behaviour would
be:
\notes <<
\new Staff {
r1 \clef bass r2
}
\new Staff {
r1 \clef bass \time 2/4 \grace c16 c2
}

In any case, there is a workaround for you: Try adding "\grace s16" before
your r2:s.
