Well, you should add the version number of the LilyPond version the file originally was written for. Typically, it has three level of digits, such as \version "1.8.3".

I don't use Windows and I'm not a LilyPond developer, but my guess is that there's a big dartboard at LilyPond Central... ;-)

The stable versions (2.2.x for the moment) are ported to Windows as quickly as the responsible person has time to do it. The experimental development versions (2.3.x for the moment) are typically not ported.
