I guess that you can receive more hints and advice on your
problems if you look at the Cygwin web page, www.cygwin.com
or ask at their email list.

I have installed Cygwin with LilyPond a number of times and
the few times it hasn't worked correctly the first attempt,
it has always worked just to rerun setup.exe again. The
installation program will only download the packages that
it hasn't already downloaded earlier, so it shouldn't take
long to rerun it, even if you happen to be on a dial-up connection.
If you have Win 2000 or XP, make sure to have administrator privileges
when you run setup.exe.

for subsequent installation and once as a direct, internet installation. Each time the 
installation reaches 98% complete and then stalls at Running... no package. 
Eventually, the internet installation was completed, I clicked  next for the create 
icon page and promptly received the message that the installation could not be 
completed. I can not determine why. Any suggestions?
