If you have TeX installed, you might try:

download testpage.tex from somewhere like
ftp://ftp.dante.de/tex-archive/macros/latex/base/testpage.tex
(the top hit on googling testpage.tex)

modify the file according to egrep's comment on
http://tex.stackexchange.com/questions/139951/pdflatex-testpage-produces-wrong-margins-for-a4paper

run it through TeX to produce a PDF file and print it.

This will give you some idea of where the printer/printer driver is
placing what.

(If you don't have TeX, I can send you the letter size PDF.)

If you're unhappy with the margins printed, you might play with
/etc/cups/ppd/... (for the brave CUPS user);
if the hardware (paper gripper, whatever) gives you a different margin
at the top and bottom, a tool like pdftk can flip the pages upsidedown
if the result looks better.
