why doesn't this override work?

Here is a snippet of code. I want to raise the tempo marking up 2 spaces.

  \override Staff.MultiMeasureRest #'expand-limit = #1
  \time 2/2
   \tempo 2=102 \override MetronomeMark #'padding = #2.0
  \clef treble
  \key d \major

  r4 fsharp( g gsharp

But it does not move. I tried putting the \tempo 2=102 after the 
\override statement but that doesn't work either. I'm using 2.2.2.
