How can I solve this problem? I mean, how can I achieve that \caps works
properly with umlauts and uses the uppercase umlaut?

In the long run, your best bet is to use a special small caps font.

Or even, as the docs suggest, a font where you can change font-shape to small caps.

Unfortunately, it’s not easy to find a good, free text font with matching small caps… Personally, I like Alegreya, but I know it’s quite unusual.

Best, Simon
