Well, to my mind, that phrase only ambiguously describes what they do. Because there are two visual issues here: whether & what the glyph is; and whether space - to be filled or left empty - is being made for it. "Invisible rest" doesn't settle both of these. Come to think of it, "*spacer rest*" instead actually comes closer -- assuming anyway somewhere a strict definition.
