It's getting a bit confusing with all your emails with different
things you have tried on different machines.

Also, it's about time that you learn how to copy/paste from the
Cygwin command window, so you can insert the output directly into
the email body instead of attaching screen dumps. To do that,
right click on the top bar of the cygwin command window, select
"properties", make sure that "Quick Edit mode" is selected and
then click OK. After that, you mark text from the command window
as usual, then only difference is that you should press ENTER
when you have selected the text before you paste it into the
email or wherever.

I assume that in this particular email you installed cygwin on
a machine that didn't have TeXLive installed earlier, which means
that no TEX related environment variables were set when you ran
the installation.

Since you now have the full teTeX installed, the ecrm1000 font
should indeed be available. To test that, run the command
tex testfont
When it asks for a font to test, input
ecrm1000
and press enter
When it asks for a test command, input
\table\bye

Now, if you run the command
kpsewhich ecrm1000.tfm
you should get a response like
/var/cache/fonts/tfm/jknappen/ec/ecrm1000.tfm
which shows that the file exists and is known to TeX.

What happens the first time you refer to a font file like this,
is that the TeX system generates the necessary files from a
source code file. However, this should be done automatically
also when latex is called from within the lilypond command.
