python3-poppler-qt5_0.24.2-3build1_amd64.deb looks like an Ubuntu package. http://ftp.us.debian.org/debian/pool/main/p/python-poppler-qt5/python3-poppler-qt5_0.24.2-3+b1_amd64.deb is a Debian package, likely built from the same source (though I would check). As you probably know, but for the benefit of others, .deb just signifies the format of the package, an ar archive containing a couple of typically .tar.gz archives.
