In the following example, the vertical position of the merged full
measure rest is wrong.

\magnifyStaff #2/3
\consists #Merge_rests_engraver

Is this a bug in the Merge_rests_engraver?
Is there a workaround?
I tried \override-ing MultiMeasureRest.staff-position but it didn't
have any effect.
