If I understand you correctly, you want a new .ly file whose content is a transposed version of another .ly file. However, I don't understand why you would need such a thing. The following example shows how you can combine fragments of music written for different transpositions into a single part:

transposedsection = \relative c' {

\transpose d c {\transposedsection}
