See http://lists.gnu.org/archive/html/lilypond-user/2002-01/msg00050.html I don't think the feature request included there has been handled yet, so I include a copy to bug-lilypond for the record.

To answer your question, did you read http://lilypond.org/doc/v2.4/Documentation/user/out-www/lilypond/Rehearsal-marks.html#Rehearsal-marks
Yes, carefully. Now, your pointer made me re-read the page scanning for anything related, so in retrospect I realised that the last comment is about that.
However, I think that the phrase:
"In the case of a line break, marks must also be printed at the end of the line, and not at the beginning. Use the following to force that behavior"
is not very clear. The point is that, unless you do so, they are not printed at all. Moreover, in my one-bar example there is no line break-- simply, the measure is the last measure (OK, you can call that a line break, but it is misleading anyway). I was searching for something about the last measure.
Maybe an example would be helpful for this.
My problem, however, is not solved: I need a scripts-dfermata below the staff and a scripts-ufermata above the staff. The rehearsal trick does not appear to allow for this--putting two rehearsal marks on the same bar line you get just one.
