Y - offset problem on TupletBracket

Hello,

as you can test with the following snippet, TupletBracket doesn't take into
account its direction when setting Y-offset (tested both on stable and
2.19.83 versions)

{
\once \override TupletBracket.direction = #UP
\once \override TupletBracket.Y-offset = -20
\tuplet 3/2 { c'''4 c'' c''}
}

Is there a fix (or a proper way to manage it) for this?
