I.e. he wanted \subsection{} to format the subsection number and update
the section counters. Unfortunately \subsection{} also starts a new line
and puts the title in the Contents page, neither of which is
particularly useful. I was suggesting using \thesubsection to format the
title and increasing the counter by hand.
Of course it may be that David does not actually need his text
"sections" to _be_ sections, in which case \begin{enumerate} ...
\end{enumerate} would work!
