Ming Tsang and I have been discussing this problem off-list, and now I
understand what's going on. Here are the steps to recreate the
problem:

1) On a Windows 10 machine, create a folder structure with a
multi-character folder in the path, like this:
c:\documents\CHOIR_2021\勉勵\

2) In that folder place a LilyPond file.  It can be anything.

3) From the Windows Explorer, double-click the LilyPond file.

4) Frecsobaldi will open with two blank tabs.

I can enter this as a Frescobaldi GitHub issue, but I wanted to run it
past the list to see if anyone knew of a solution.
