The first one is in fact a feature of whole bar percent repeats.
Basically you just need to set countPercentRepeats to #t

I have a branch on my computer where I propose recommending the use of
empty chords systematically in the documentation, but I never got
around to finishing it yet.
I would support it as well. I didn't put emptys
chords to keep my reply to the point, but I also
use it in that way when I enter my own scores
(even though that is actually almost never these
days...).
