Not sure why you would expect them to be whole notes ... ?
Be it chord mode or normal note mode, if you don't specify
the duration of a note/chord and there is no previous duration
to take it from, the default duration is used, namely
a quarter note. You'll see the same thing with input
as simple as
{ c' }
