to specify proportional notation and then override it, but I'm embedding many
such lilypond snippets within a document (using LaTeX and lilypond-book) where
I need the proportional, uniform and strict positioning of the chords (to align
multiple snippets with each other and with external graphics) but the long
space at the end was problematic in exceeding the document's page

That's the point of proportional notation: to have the same space after notes
of the same duration (so after the last note as well).If you want to reduce the
space after the last note you could trick/cheat by multiplying its value.
