First read the sections in the manual related to lilypond-book, to find
out what commands to use to process the file. Then, you have to find out
the practical details of how to call the lilypond-book program in
Windows XP, which is something I unfortunately cannot help you with.
As a starting point, take a look at
http://lists.gnu.org/archive/html/lilypond-user/2005-06/msg00625.html
to find a link to a package that's supposed to assist (don't know any
details on what it contains).
