Using Frescobaldi 4.0.4 on Linux Mint 22.2 Zara I can confirm what you describe. It even goes further: after collapsing the \repeat section you can expand it by clicking on the "e", but also by clicking on "click me" plus by clicking "collapse me" and on any note in the \repeat and the "click me" sections - so practically everywhere.
This really is not logical, as you say, and feels like a bug and not as a feature to me as well. I cannot see any usefulness. When you collapse a section, you normally have your reasons for doing so, and you want to keep it collapsed as long as you want it to be like this, especially long sections. Clicking on a note in the Music View normally is supposed to bring the cursor to the place in your code by point-and-click where a problem is located.
