Try using a text-script instead:

%%%
updownbow = -\tweak parent-alignment-X #CENTER
  ^\markup \concat {
    \musicglyph #"scripts.uupbow"
    \hspace #0.3 % tweak space to your liking
    \musicglyph #"scripts.udownbow"
  }

{
  c''1^\upbow
  c''1^\downbow
  c''1^\updownbow
}
%%%

The `-\tweak parent-alignment-X #CENTER` is that so that the articulation is
aligned on the center of the note it is attached to (rather then the left edge).

The `^` infront of the `\markup` (rather than `-`) is to change the default
direction from unter the staff to over the staff. Note that when this should be
placed under the staff you might want to switch from the uupbow/udownbow glyphs
to the down versions dupbow/ddownbow.

If you want the whole thing to be centered (instead of the upbow sitting
centered on the note and the downbow coming after) place a `\center-align`
infront of the `\concat`.

Best regards,
Tina
