Have the multi-measure rest grouping and vertically displacement any 
indication about how to perform the piece ?

In the renaissance and earlier, with mensural notation, there was 
indications wheter a longer note had the length of two or three of the 
shorter notes, see https://en.wikipedia.org/wiki/Mensural_notation
and the indications for the relationship between breve, whole notes, and
half notes was explicit, similar to todays time signatures.
 The relationship between the maxima, longa and breve, was hinted on by
using similar patterns as you have in your example, like a time 
signature for groups of measures. If using that convention, your example
would indicate that a maxima is two longas, and a longa is two brevis.
So, your example, does it tell you anything about the grand rythm of
the piece or are they just kindof: "we have always done that, who
knows what it means" ?
