If you look here:
http://lilypond.org/doc/v2.6/Documentation/user/out-www/lilypond/Multi-measure-rests.html
you'll see that adding a fermata to a multi-measure rest (R1 rather than
r1) is done with \fermataMarkup instead of \fermata.
