I stand corrected. The cmtt font does contain it.

I tried adding

   \do\'

   \catcode`\'=\active\gdef'{\char"0D}

to the definitions of @verbatim in texinfo.tex, but it didn't work. I also have no clue about what I'm doing. Jan?
