Try using a directory as argument for --output:
What happens if you do
lilypond --verbose --output="C:/Rick/Notation_2.8.0" -I
"C:/Rick/Notation_2.8.0/WatchWhatHappens" WatchWhatHappens.ly
If that does not work, please send the output of that command.
