Did you call lilypond-book from within a Cygwin command
window or an ordinary Windows command prompt?
In the latter case, I hope you have seen the emails in
the mailing list archives describing how to get a working
Python installation. However, this doesn't seem to be the
case here.
I don't have a Windows version available here, but just
tried it in Linux, where your example works without
any problems.
