If you tell it to do so (AFAIK). I have the following in my .emacs:
(prefer-coding-system 'utf-8)

To change an individual buffer to utf-8, type:
  C-x RET f utf-8 RET
then save. On the left of the buffer name bar, you should see "u:--".
