Almost like it is acting as an alto clef. Using Lilypond 2.11.20. Has

It is on purpose.
c' is the "default note", and middle line is the "default line".
To me it seems sensible that a clef with no pitch-meaning puts the
default note on the default line.
What did you expect it to do?
