You move the relevant engraver from the staff context to the score
context, I would guess.
Moving the Key_engraver doesn't work and I cannot think of any other
solution
that works either. Probably, the person originally writing the footnote
was referring
to the time signatures, where the default is that a time signature in
one stave will apply
to all the staves, but it's possible to use separate time signatures on
each stave if needed.
I will try to reformulate the footnote or remove it completely.
