Or, if you're using Windows, you can download GNU tar and bzip2 here:

http://gnuwin32.sourceforge.net/packages/bzip2.htm

You would run these commands on the command line (Start>Run...>"cmd"):

bzip2 -d filename.tar.bz2
tar -xvf filename.tar
